The City Manager’s job is to carry out the policy goals of the City Council and to ensure that the City maintains services, programs, and facilities that meet the needs of the community in a fiscally responsible manner.  Duties include the preparation of the Biennial Budget and Capital Improvement Plan, appointment of Department Heads and city staff, advising the City Council and implementing their direction, fostering community partnerships and intergovernmental relations, and managing the day-to-day operations of the city administration.

John Becker has served as Newark’s City Manager since January 1, 2006.  He began his career with the City of Newark in 1991 and previously held the positions of Administrative Analyst, Information Systems Manager, Finance Director, Administrative Services Director, and Assistant City Manager.  He holds a Master’s Degree in Public Administration from Golden Gate University and a Bachelor of Science in Criminal Justice from San Jose State University.  John is a Newark resident and is married with two children.
